The best one for Halloween (or anytime) is:

Mystery Legends: Sleepy Hollow.

Mainly a straight HOG with a few minigames.  You have to find the pumpkin in each scene to get hints.  The best thing is the Hessians voice - mega-creepy.
There is a semi-hint system - if you mouse over the object in the list it shows a silhouette of the item.  And when you find an item, the item gets sliced in 2 pieces in a really cool way ( a bit like Taye Diggs face in equilibrium ).

Redrum - Time Lies is definitely the most gruesome game I have played so far.
Sick and Twisted and Funny all at the same time. Totally awesome.  And the good guy looks like Freddie Kreuger (From Nightmare on Elm Street).
The hexagonal gameplay from the first redrum is slightly different in this one, but it is still annoying and that is why it is not my all-time no1 game.
Apart from that, the Magic Box is the coolest thing ever and I would really really like one for christmas, if anyone is thinking of getting me a present.

lndeed, it´s the creepiest game l´ve played so far, but l love it.
The "music" is very strange, but fits perfectly.
And if you know a little bit about Dr. Sigmund Freud, there´s once in a while something to grin about.
Also the mad Dr. Fraud really looks like Freud.

Would recommend to play it at night... if you really like it creepy!smiley88

Shutter island is one of my favorites.  I know many people were less than thrilled a the ending, but it made perfect sense, for those familiar with the book and/or movie.  

And I agree with the consensus about Redrum 2.  I still have nightmares about that game, to the point of not being sure I'd ever want to play # 3.  And I NEVER thought I'd say that about a Dark and Eerie game.  

ETA: Sherlock Holmes: the Hound of the Baskervilles posted TODAY (11/11) at BFG.  I bought it outright and started it (insomnia again...).  A truly beautiful game.

The Lost Crown - LFA (Ghost hunting complete with haunted house, spooky woods and underground stronghold.)
Dark Fall: The Journal - LFA (First and spookiest of a trilogy. My dog who was lying at my feet jumped up and bayed loudly at a very suspenseful point and nearly sent me through the ceiling. )

ETA: If you search for Dark Fall make sure you enter it as two words. There is a different game named Darkfall.

You might want to add 'Amnesia' to the list. Freaked me out in the first two minutes. Haven't played since.
It's a FPHAQAYC (First Person Hide As Quick As You Can) where you are investigating a missing person case(AKA YOURSELF with amnesia) and being hunted by an unseen but VERY vocal predator. Scary as my mother-in-law! Seriously.

Can't remember the title (that helps!), but I played a game and didn't get far as I was too scared to open the door! It's set in a hotel which I think you find out is haunted and you have to solve something. I think Hotel is in the title and it's owned by 2 brothers.

Also, Faust: A Game of 7 Souls (I think is the full title). Really good and creepy and not known by many people. I started a thread in BFG once, I got about 4 posts!

PR, you may be thinking of "Dark Fall:The Journal". It is set in a deserted hotel at a train station. In the beginning you receive a call from your brother who is an architect working on plans to remodel and reopen the hotel. He is frightened and tells you something like "It is coming for me. I can hear it outside the door calling me. Mustn't open the door." Then silence. You go to investigate and find that your brother and a ghost hunting team have disappeared from the hotel. There are ghosts and a lot of doors to open (all of them spooky) and strange manifestations. If this is the one you are thinking of try it again. It's really good and you can't get killed. (At least I don't remember getting killed. LOL)
Just be careful on your first trip to the second floor. smiley55

I read the review for Inherent Evil and it sounds interesting. The beginning is much the same in both games. Inherent Evil is four years older than DF The Journal. I may have to find it and compare the full games. It would be fun to try anyway. Thanks, PR.
